European rail network for competitive freight: the Commission launches an evaluation of Regulation (EU) 913/2010

On 27 May 2016, the European Commission launched a public consultation on the Regulation (EU) 913/2010 concerning a European rail network for competitive freight. The consultation will last for 12 weeks, until the 21 August 2016.

Regulation 913/2010 lays down rules for the establishment and organization of international rail corridors for competitive rail freight with a view to the development of a European rail network for competitive freight. Moreover it sets out rules for the selection, organization, management and the indicative investment planning of freight corridors.

The consultation may be of particular interest for rail passengers and citizens interested in the development of railways or in sustainable mobility, as well as for those bodies (transport ministries, corridor terminals, regional authorities, environment associations, industry associations) directly or indirectly participating in the Rail Freight Corridors and their development.

Due to the technicality of some concepts two questionnaires are provided. The first one is intended for a public without any particular knowledge of the Rail Freight Corridors, while the second questionnaire is intended for a public familiar with.

Six years after the date of entry into force of the Regulation concerned, the Commission, in the context of this evaluation, will address five criteria: the relevance of the Regulation, its effectiveness, its efficiency, its coherence (with EU objectives and co-existing EU transport legislation) and its EU-added value.
